If the portal offers you all this without giving concrete details about what they require you to do. Nobody would offer you money for free. Trust your instincts in cases like these.

If an enterprise is legitimate they will require you to invest exorbitant sums of money for basic formalities/ equipment or for obtaining more information. Listen to your instincts and do not make any moves without adequate investigation into the background of the organization you are going to work with and your own job profile.
